If you are planning to study in Australia from Nepal, your offer letter and English score are only part of the story. Almost every family also needs a No Objection Certificate (NOC) - foreign study permission certificate - from the Ministry of Education, Science and Technology (MoEST) before a Nepali bank will release foreign currency for tuition. What an NOC is (and what it is not)

An NOC is the Government of Nepal's formal permission for a Nepali citizen to pursue higher study abroad. MoEST issues it through noc.moest.gov.np, linked from the ministry site as foreign study permission (NOC) application.

What it does: It records that MoEST has no objection to your named institution and course. Nepali banks typically require it before remitting tuition (and often living costs) under Nepal Rastra Bank education foreign-exchange rules.

What it is not: It is not an Australian student visa, not a CoE, and not Genuine Student (GS) evidence. Home Affairs decides the visa; the NOC covers Nepal-side permission and banking. Keep both timelines in view.

Why Nepali banks and NRB rules make the NOC essential

Families often discover the NOC only at the bank counter with an Australian fee invoice. Commercial banks generally ask for a valid MoEST NOC plus the offer or CoE, fee invoice and other bank papers before a SWIFT-style tuition transfer.

Limited NRB arrangements have at times allowed small living-expense remittances to a student abroad without an NOC, but tuition to the institution almost always needs the certificate. Ceilings and forms change - confirm with your bank.

If you already remitted fees to one institution and need an NOC for another, MoEST's FAQ says you may apply for a new NOC after cancelling the old one and showing a bank statement that the previous fees were refunded.

When to apply: offer, CoE, visa and bank order

3. Enter study details exactly. Choose Australia, institution, level, faculty and subject to match the offer. If an institution or subject is missing, use the portal's request path - never a "close enough" pick.

4. Upload every document requested. Follow the generated list; one PDF per multi-page document; prefer clear scans.

5. Submit and monitor status. Read reviewer messages on My NOC carefully.
