OBA (Outcomes-Based Assessment) for International Nurses

OBA (Outcomes-Based Assessment) for International Nurses: A Step-by-Step Guide

Are you an internationally qualified nurse (from countries like Nepal, India, or the Philippines) looking to work and settle in Australia? In the past, bridging programs (IRON) were the standard route. However, in 2026, the Outcomes-Based Assessment (OBA) is the streamlined pathway for international nurses to gain registration with the Nursing and Midwifery Board of Australia (NMBA).

What is the OBA?

The OBA is an assessment pathway designed by AHPRA to ensure that the knowledge and skills of internationally qualified nurses match the standards of Australian-trained nurses. It replaces the old bridging programs, offering a faster and often more cost-effective way to get registered.

The 4 Steps of the OBA Process

Navigating the OBA can seem complex, but it follows a strict sequence:

Step 1: Self-Check & Portfolio Build You must complete an online self-check on the AHPRA website to determine which assessment pathway you fall into. You will need to provide your qualifications, nursing registration from your home country, and proof of identity.

Step 2: NCLEX-RN (Multiple-Choice Exam) If directed to the OBA pathway, you must first pass the National Council Licensure Examination for Registered Nurses (NCLEX-RN). This is a computer-based, multiple-choice exam that tests your theoretical nursing knowledge. You can take this exam at various Pearson VUE test centers around the world (meaning you can complete this step before even arriving in Australia!).

Step 3: OSCE (Objective Structured Clinical Examination) Once you pass the NCLEX, you must travel to Adelaide, Australia (the only testing location) to undertake the OSCE. This is a practical, hands-on exam where you navigate simulated clinical environments to prove your clinical skills, communication, and patient safety protocols.

Step 4: Registration and Migration After successfully passing both the NCLEX and the OSCE, and meeting the English language requirements (IELTS 7.0 or PTE 65), you can apply for AHPRA registration. Once registered, you are eligible to undergo a skills assessment via ANMAC and apply for Australian Permanent Residency!
